Language is a bridge between nations!

As it is shown from the past, the department of Russian philology began its activity as an independent chair in 1940 – 1950. In this chair Russian linguistics (1940), Russian and foreign literature (1940), Methodology of the Russian language teaching (1947), Korean language and literature (1956) and Tatar language (during certain period) chairs operated. From 1995 Russian and Tatar philology was found (the dean of the department J.L. Azizov), then it was called Russian and Korean Philology ( the dean of the department I. G. Yugay) in 1992.


The chair of foreign language was established in 2000 and the departments “English language”, “German language” on the specialties of English and German languages. After that, in 2002 the department “Practical Course of English Language” was found. 


In 2005-2006 academic year all of the above mentioned chairs were joined and called as “Department of foreign languages”. 


Nowadays, students study on 6 specialties in this department. They are “English language and literature”, “ German language and literature”, “Russian language and literature”, “Korean language and literature”, “Russian language and literature (in the groups with other languages)” and “Kazakh language and literature”. Approximately 900 students study on these specialties.


There are 4 chairs in the Department of foreign languages: Department of English theory and teaching methodology, Department of Practical course of English language, Department of Methodology of Russian language teaching, Department of Methodology of teaching Russian literature.

Graduated from Uzbek State University of World Languages (former Tashkent State pedagogical university of foreign languages). Teacher of English and Persian by profession. Following military service, continued his scientific career at Moscow State pedagogical institute of foreign languages. in 1994 successfully defended his PhD degree. During 1994-2016 worked at international news organization BBC World Service Monitoring in the UK and Uzbekistan; was head of BBC's Central Asian Service. Since February 2018 dean of Foreign languages department of Tashkent State pedagogical university named after Nizami.

I. General rules
1.1. . Faculty of Russian Philology (1940-1950) was a separate faculty. In this faculty there are Russian linguistics (1940), Russian and foreign literature (1940), Russian language and its teaching methodology (1947), Korean language and literature (1956) and several years Tatar departments. Since 1985, the Faculty of Russian and Tatar Philology was founded (Dean of the Faculty JL Azizov), later named as the Faculty of Russian and Korean Philology (Dean of the Faculty I.G. Yugay).
The faculty of foreign languages was founded in 2000, where the English and German languages departments are taught in English and German languages. Later, in 2002, the department of "English language course" was formed.In 2005-2006 academic year, these faculties were united as foreign languages ​​and became the only foreign language faculty.
Nowadays the faculty trains students in 6 educational directions. "Kazakh Language and Literature", "Russian Language and Literature", "Korean Language and Literature", "Russian Language and Literature" the route.
1.2. In its activity the faculty is guided by the Constitution of the Republic of Uzbekistan, decrees, resolutions and orders of the President of the Republic of Uzbekistan, decrees and orders of the Cabinet of Ministers, Law "On Education", National Program for Personnel Training, The Labor Code, normative-legal acts and instructions of the Ministry of Higher and Secondary Special Education, as well as the University's internal regulations and morals, the collective agreement and the present Statue.
1.3. The faculty has its own property and is responsible for its property in accordance with its obligations.

II. The main tasks and directions of the faculty
- Qualitative preparation of highly qualified pedagogical staff for the continuous education system in the Republic at international standards;
- Participation in the development of state educational standards, curricula and programs, scientific and methodological literature on the relevant pedagogical education directions and specialties, taking into account the experience of the developed foreign educational institutions, or a proposal for the testing and implementation of pedagogical technologies;to carry out complex spiritual and educational work aimed at the development of pedagogical, pedagogical, pedagogical, competent and competent specialists, preparing pedagogues, engineers-pedagogues and scientific-pedagogical cadres, irrespective of departmental obedience;
- Participation in creation and improvement of state educational standards, qualification requirements, curricula and programs, educational and methodical literature and e-learning resources;
- To make proposals for the development of cooperation with foreign higher education institutions and research centers in order to implement joint research projects, involve leading foreign specialists in the academic process.III. Subjects of educational and scientific-methodical work, their rights and obligations
Students:
3.1. The university rector is a student of this university. Students are given a free student card and a score book for free.
3.2. Students of the faculty have the following rights:
- Acquiring knowledge relevant to science, technology and modern technology;
- free use of publications, periodicals, and e-learning resources available at the university information center;
- Get free tips and instructions;
- free use of auditoriums, teaching aids in the educational process;
- To present their suggestions and critical comments on the effectiveness of the educational process and the quality of education to the leadership of the educational institution, deanery and department in accordance with the established procedure and to request their consideration;
- participation in spiritual and educational and sports events held at the university and faculty levels;active participation in scientific research and scientific conferences;
- To become a member of public associations operating legally at the university;
- during the time of study the faculty is involved in spiritual, educational, repair, construction, gardening, agricultural and other public and non-legislative activities.
The student has the right to receive high-quality and high-level education and to exercise other rights not contradicting the legislation necessary for his / her qualification to become a highly qualified specialist.
The student must not abuse his or her rights and use them for purposes contrary to the interests of others.3.3. Students studying in the form of state-funded and paid-contractual education are provided with stipends and stipends stipulated by the Cabinet of Ministers of the Republic of Uzbekistan.
Students are eligible to apply for scholarships and scholarships by the President of the Republic of Uzbekistan, based on relevant legal acts.
3.4. The faculty assists students in need of accommodation, accommodation in a higher education institution that meets the sanitary and hygienic standards and regulations.

3.7. University students must complete their education in accordance with state education standards, qualifications requirements, curricula and programs, fulfill all types of assignments within the prescribed timeframes, and apply to the Charter of the University, Regulations on Internal Regulations and Ethics, Living Standards for Students must follow.
It is forbidden to involve students at work, not related to the learning process, at the time of their education, except as provided in the decisions of the Government of the Republic of Uzbekistan.hed order in their free time from studying.3.8. In the case of violation of the University's internal regulations and rules of conduct, as well as the requirements set out in the residential premises, the following disciplinary sanctions are imposed on the rector's order:
a) you are an animal
b) abolition of students.
The student can be dismissed from the university in the following cases:
a) at his own discretion;
b) the transfer of education to another educational institution;
c) due to health reasons (based on medical certificate inquiry);
d) for violating the academic discipline and internal procedures of the higher education institution;
(e) for more than 74 hours without valid reasons for a semester;
j) due to the inadequate payment for the tuition fee;
h) due to imprisonment by the court;
i) as a result of death.
The student may be admitted to the course from the University in the following cases:
a) for failure to master the subjects (academic debt).The academic leave can be granted on the basis of a discipline approved by the student ministry during military service, health care, pregnancy and childbirth, as well as on childcare leave.
Students dismissed by the university administration ("d", "e", "j") are taken into account by students taking into account the written consent of the trade union (for members of a trade union). The student may also agree with the University of the "Youth" Union, with the exception of the student ("d", "e", "j").
A student sentenced to disciplinary punishment may appeal to the university rector, the ministry, or the court in the manner prescribed by law for unlawfulness and unfairness of a penalty imposed on him.
When a student is dismissed from the university, he / she is required to submit his / her personal papers, academic background data, and copies of them in a personal collection folder.
Disciplinary sanctions shall be applied not later than six months after the expiry of a month and after the act has been committed without taking into account the time of sickness or vacation. Students are not allowed to apply disciplinary sanctions during illness, academic holiday, or holidays with pregnancy and childbirth.
The student or his / her parents will be notified in writing on the fact that they are absent from the study due to illness.
3.9. Professors and teachers of the faculty have the following rights:
        a) to be elected and elected to the Councils of the universities and faculties;
         b) to participate in the discussion of matters relating to the activities of the higher education institution;
        c) the use of the information and resource center of the higher education institution, the educational and scientific units, as well as the services of social, medical and other departments in accordance with the collective agreement;
        d) to carry out scientific research to select the teaching methods and tools, to ensure the high quality of the teaching and learning process;
        d) to apply the order and order of the administration of the higher educational institution in a manner prescribed by law;
e) participate in competitions announced for vacant professor-teacher positions in accordance with the legislation;
       j) Working on a part of the department, except for faculties, other faculties, departments, organizations (with coordination with the main work place);h) due to imprisonment by the court;

        i) preparation of high quality textbooks and manuals;
        y) perfection of practical experience of theoretical knowledge, method of scientific research, pedagogical skills;
        k) guidance of students' scientific research;
        l) Participation in grants, scientific projects, economic contracts;
      m) the enjoyment of other rights established by the legislation of the Republic of Uzbekistan concerning education.
3.10. The responsibilities of faculty members and researchers are as follows:
- strict adherence to the law on education, labor discipline, the Charter of the University, the strict adherence to the internal order and ethics, the conscientious performance of their service duties and non-discrimination in teaching;
- Communicate with university staff, students, and others who communicate in the workplace;
- timely and qualitative fulfillment of legal instructions of the employer, educational-methodical, scientific and spiritual-enlightenment works of the individual business plan approved annually;
- Writing textbooks, manuals and other educational literature, scientific articles, monographs;
- conducting of educational work, participation in spiritual and enlightenment work with students, including out-of-school activities;
- Participation in approved scientific-practical and scientific-pedagogical conferences of the department;
- systematic improvement of their qualifications;
- Participation in creation of new generation of educational literature, educational-methodical complexes for academic lyceums and professional colleges;
- conducting open and problematic classes and master classes at academic lyceums and professional colleges;
Participation in spiritual and educational events held at institutions of secondary special and professional education;
- constant assistance in improving the quality of education on the basis of modern information-communication and pedagogical technologies in institutions of secondary special and vocational education;
- comply with the rules of labor protection, safety and industrial hygiene;
- Maintenance and rational use of the university and faculty property;
- Compensation of material damage directly to the employer in accordance with the established procedure;
- participation in public affairs of the university;
- ensuring the effectiveness of the pedagogical and scientific process;

3.11. Foreign work trips of the faculty staff are carried out in accordance with the Temporary Instruction on the Procedure for the Departure from the Higher Education Institutions of the Republic of Uzbekistan, approved by the Ministry.
3.12. The rights and responsibilities of faculty members are defined by the Charter of the University, Internal Regulations and Ethics Rules and job descriptions.
Preparation of educational, methodical, research and pedagogical cadres

4.1. Educational process at the faculty is regulated by the annual academic process and schedule of studies approved by the rector of the university on the basis of curricula and programs approved by the basic higher education institution.
By setting up educational processes through targeted orientation, ie through the selection of forms, styles and tools, university students have created the necessary conditions for mastering the basic vocational training programs of higher education should be provided.
The unity of education and upbringing The state education standards of higher education, qualification requirements, curricula and programs are ensured.
4.2. The faculty has the following main types of training: lecture, practical, laboratory, seminar, course work, qualification practice, graduation work.
A 80-minute academic time is set for all types of classroom occupations. A break between training sessions will take at least 10 minutes.
Languages ​​of education and upbringing are Uzbek, Russian and Kazakh.
4.3. Training of the personnel at the faculty is carried out separately from production.
4.4. The academic year at the faculty is divided into two semesters and in each of them the students' self-fulfillment is carried out in the form of rating control.
Transferring the students from the course to the course is carried out by order of the rector on the recommendation of the dean of the faculty. Students can not be conditional on the course.
Acquisition of educational programs of higher education has been approved by the Ministry of Higher and Secondary Special Education and has been officially registered by the Ministry of Justice with a rating system for monitoring and evaluation of students' knowledge of higher education institutions Regulations on the final state certification of graduates of higher educational institutions of the Republic of Uzbekistan "and end on the basis of the final state attestation of alumni.
4.5. The University carries out scientific and methodological work aimed at improving the quality of training specialists through advanced pedagogical and information technologies, individualization of education and independent learning tools, modular system and distance learning.

V. Final Rules

5.1 The faculty meets the following criteria in the university law:
- to fulfill the tasks assigned to it;
- Complete implementation of educational programs in accordance with curricula and tables in educational process;
- the life and health of the faculty and staff during the educational process;
- violation of the rights and freedoms of students and faculty members;
- other actions envisaged by the legislation of the Republic of Uzbekistan.
5.2. Amendments or additions to the Regulations of the Faculty shall be made by the order of the university rector.
5.3. This Regulation was adopted by the meeting of the faculty council ___ _______ _______ of the faculty.

The main objectives of the Faculty of Foreign Languages:
- training of competitive personnel in accordance with modern requirements;
- Preparation of scientific and scientific-pedagogical personnel.
The main task of the faculty is to prepare teachers-linguists who meet modern requirements, mature and universal. Since the foundation of the faculty, students are preparing not only on bachelor's degrees, but also masters.

Foreign languages faculty 5111400- foreign language and literature, 5111300 - Russian language and literature, 5111300 - Russian language and literature (groups with other language teaching), 5111300 - Russian language and literature (Korean), 5111400- foreign language and literature (German) due to the directions of bachelor and Master's of the Ministry of Higher and Secondary Special Education, approved by the state educational standard, in the standard model of curricula, educational programs and work programs approved by the Academic Council of the TSPU named after Nizami. There are 916 students studying at our faculty. Among them, 507 students on the specialty "English language and literature", 5 students on the "German language and literature", 61 students on the "Korean language and literature", "Russian language and literature" - 150 students. 192 students are enrolled in Russian and literature (in foreign languages).

Foreign Languages Faculty the Department of Theory and Methodic of teaching English have planned the scientific-theoretical seminars. According to the plan there were hold several seminars in September-October of the current year.
September
Professor of the department J.Jalolov and assistant professor G.Mahkamova conducted the first seminar on the theme “The peculiarities of writing scientific articles”. During the seminar assistant professor G.Mahkamova acquainted the listeners with the terms and conditions of publishing in Scopus journals, explained such terms as impact factor, Harish index, methods used during writing the article, the structure of the article. The lecturer introduced the instructions of applying to such journals as Language Science, English in Education, Across language and Cultures, Teacher and teacher education, etc.
Professor J.J.Jalolov gave some suggestions about scientific article writing. At the end of the seminar there was a discussion with questions and answers. The seminar presenters received positive feedback from the seminars attendants.
Next seminar was conducted on the theme “Approximation in English language” by professor J.J.Jalolov. On the seminar the lecturer introduced the background of the problem, explained main terms and spoke about theory of the matter.
There were mentioned those who touched upon the problem – H.Palmer, M.West, I.Berman, A.Rahmanov, V.Zeitlin , Buhbinder, Gugenheim, Shubin, Chevorushkin and others. The author reveals such notion as cognizant, describes what approximation in pronunciation and speaking are, tells about opposition of consonants, intuition and consciousness in teaching foreign language.
At the end of the seminar there was a discussion with questions and answers.
Next seminar was conducted by Fulbright scholarship winner, volunteer teacher Jordan Waller on the theme “The main differences between British and American English (vocabulary, grammar, pronunciation)”. The seminar was of great interest for teachers and student of the university as it was hold using both theoretical and practical material supported by PPT.
October
The lecturer and the dean of the Faculty of Foreign Languages M.Mamadaliev conducted a seminar on the theme “Cultural peculiarities of Great Britain” where he shared his experience of living in the Great Britain in a host family. The lecturer explained peculiarities of traditions, culture and holidays of the country, attitude to work and food, family values and children upbringing. The seminar was of great interest to all listeners, and they gave a positive feedback towards the presenter.
Besides seminars conducted in the department the lecturers publish articles in different sources and attend conferences.
During period of September - October 2018 there were published the following scientific works:
- assistant professor G.Mahkamova publish a manual “Projecting education-methodological complexes in MA department”;
- assistant professor Z.R. Abdujabbarova attended the republican conference with the “Ways of reading like intensive and extensive that power language learning” thesis,
- B.Xakimova attended the republican conference with the “Using electronic resources in teaching English” thesis,
- B.Bobojonov attended the republican conference with the “Die verwendung der landeskundevermittlung im daf-unterricht” thesis.
