Special part-time department of Tashkent State Pedagogical University named after Nizami During the years of independence, systematic works are being carried out in our country, aimed to creating the necessary conditions for increasing the intellectual potential of young people by training with modern knowledge and their successes in the international arena.

The Strategy of Action on five priority directions of development of the Republic of Uzbekistan in 2017-2021 years, adopted by initiative of the President of the Republic of Uzbekistan, the most important directions, related to the further improvement in the country of the system of continuous education, ensuring comprehensive intellectual, aesthetic and physical development of youth on the basis of quality education, high qualification of the teachers were identified.


Great importance attaches an improvement of the quality of education and upbringing in general educational schools, preschool and out-of-school educational institutions by training teachers for them in higher educational institutions who have modern teaching methods, and expanding the opportunities for higher education by teachers with secondary specialized education.


Resolution of the President of the Republic of Uzbekistan RP-3183 from August 9, 2017 year that «About organization of special correspondence departments for pedagogical directions in higher educational institutions» is directed to solve these problems.


On the basis of the Resolution, starting from 2017-2018 academic year, special correspondence departments have been organized in 15 of higher educational institutions of the republic, which was created conditions to take higher education by teachers, working in remote areas of the country, in rural areas, in higher educational institutions, located in the centers of the regions in which they live. 


In the Resolution, in particular, it was defined the followings:


- admission to the bachelor's direction of special correspondence departments, organized in the structure of higher educational institutions, it is carried out from the number of persons who have secondary special, vocational education, as well as practical pedagogical experience of work at least 3 years and recommendations by Ministry and departments on the base of needs to pre-school, school and out-of-school educational institutions in pedagogical cadres;


- A teaching process a special part-time department is carried out on a fee-contract basis;


- Students studying at a special part-time department, during exams, tests, qualification work, coursework, laboratory and other academic works in the academic year have educational leave with pay at the main work place and they will come two times in the year. At the same time, educational leave is usually provided during the winter and summer holidays of general education institutions, they have work holidays in accordance with the established procedure;


- The educational hours of students are conducted by teachers (employees) of educational institutions during their participation in the higher educational institutions, according to the conditions of hourly wages;


- When entering to special part-time department, between the ministry or the department, among the higher educational institution and student, a tripartite agreement will be concluded with the obligation to complete it for a period of at least five years after the graduating of the teaching at the place of work (in the educational institution), indicated in the direction of the organization that providing the recommendation to study;


- In higher educational institutions, in which special part-time departments on pedagogical directions are organized, to receive the second and subsequent higher education, it will be organized as the correspondence form of the education. At the same time, it is determined to receive a second and subsequent higher education from the second year of the bachelor's degree (independently of the difference in disciplines in the curriculums) in a period of not less than 3 years.


Students who study at a special part-time department, for three years of training, fulfill the academic load stipulated in the working curriculum, in the volume of 864 hours of auditory classes and 6480 hours of independent education. During this time they perform course papers (2) on academic subjects, pass from state attestation on humanitarian and socio-economic disciplines, foreign language, and defend the final qualifying work.


Graduates who have completed the curriculum of part-time (special correspondence) education, successfully passed the state attestation and defended the final qualification work, by the decision of the state attestation commission the academic title of «bachelor» are given and a bachelor's degree of the established sample is awarded 


In accordance with the Resolution of e Tashkent State Pedagogical University named after Nizami, it was defined as the base of higher educational institution for qualification requirements, curriculum and programs, the creation of educational and educational methodological literatures for the direction of special correspondence courses, and the Coordination Council for Educational and Methodological Activities of higher educational institutions was created, in which special correspondence departments on pedagogical directions were organized.


At the meeting of the Coordination Council in September 2017, vice rectors of 15 higher educational institutions of the republic participated, where special correspondence departments and heads of profile departments, which specialists are trained in the areas of special correspondence education, an exchange of views on normative educational documentation regulating the activities of special correspondence departments was composed. 


By the order of the Ministry of higher and secondary specialized education of №. 603 of August 24, 2017, on the basis of qualification requirements, curriculums, curriculum of subjects in the bachelor's direction, working curriculum and working curriculum for a special part-time department were approved.


At present, all organized special part-time departments were fully provided with working curriculum and working educational programs, and the direction of education was provided with the necessary educational literature.


In pursuance of the Presidential Decree «About organization of special correspondence departments on pedagogical directions in Higher educational institutions», it was signed order by the Minister of higher and secondary specialized education that № 559 from August 12, 2017 and order by rector of the Tashkent State Pedagogical University named after Nizami that № 554 from August 17, 2017, on the bases of which the special part-time department was organized in the university.


At present time Sh.S.Abduraimov is the head of the special part-time department of TSPU named after Nizami, as a deputy dean for academic affairs works is A.Yakubov.


The educational process at the special part-time department was organized in accordance with the Regulation of «About organization of part-time (Special correspondence) education in Higher educational institutions», approved by the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan that № 930 from November 21, 2017 that «About approval of the regulations about order in Higher educational institutions of correspondence (special part-time) and evening (shift) education».


Today a special part-time department of the university prepares bachelors in the following eight directions of education: 5110800 – Imitative Arts and Engineering Graphics, 5110900 – Pedagogy and Psychology, 5111700 – Primary education and Sports-upbringing work, 5111800 – Preschool education, 5111900 – Defectology, 5111100 – Musical education, 5112100 – Labor training, 5112000 – Physical training. 


To teach in the department there are more than 50 professors and teachers of the university with high potential, for distance learning of students, a web-based system adapted to the learning process was created, operating in on-line modes (conducting video lectures, consultations, types of control in real time) and off-line (distension self-mastering of relevant), and were created conditions for self-assimilation knowledge, provided by the curriculum, students of a special correspondence department without isolation from main work position by the Internet address talaba.tdpu.uz.

He was born on September 30 , 1989 in Surkhandaryo , Denov . He finished bachelor’s in 2011 and got Master’s degree at Tashkent state Pedagogical University named after Nizami . He was the master of “Military Education” department in 2013-2014 and later he worked as the Chief Controller of Department staff in 2014-2017. In 2017-2018 he worked as dean assistant of Foreign Languages Faculty. Since August of 2018 he has been working as dean assistant in Special Secondary Department.

The main functions of the department are:
1. Organization of educational process in correspondence (special correspondence) education:
The educational process in correspondence (special correspondence) education is based on the curriculum of state educational standards of the educational sphere and relevant directions of education, and is organized on the basis of curriculum and syllabi programs approved by the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan;
The curriculum and curricula of the educational directions of correspondence (special education) are developed on the basis of approved curriculum and syllabus and approved by the relevant higher education institutions;
The curriculum of correspondence (special correspondence) education is recorded in the working curriculum developed in accordance with the approved curriculum;
At the beginning of the academic year (usually in September-October) for a correspondence (special correspondence) student, a brief introduction to the 10-day education process and a short lecture on the subjects taught during the semester (in the scope of the working curriculum), laboratory and seminar workshops. Students are provided with methodical instructions on their tasks and their implementation;
During the period up to the training session, the study of correspondence (special correspondence) education is carried out in the form of independent, including distance learning, in which the student independently accepts the subjects specified in the curriculum of the curriculum for the semester using the methodical instructions;
After completing his / her assignments, he / she sends and records the teacher to the teacher in the set time (usually via the Internet). The teacher checks the materials sent by the student as an interim report. The teacher can send on-the-job tasks and instructions, as well as conduct trainings on-line;
A correspondence (special correspondence) student is admitted to the higher educational institution once a semester during the semester. In order to do so, a notification will be sent to him / her until the start of the training session (at least 10 days in advance);
During the training sessions: protects the student's semester assignments; Students are given the right to enter the final assessment of the subject in case of positive assessment of all tasks in the field of science; final assessments on subjects; The subjects that will be taught during the next semester will be introduced briefly through the lectures, practical, laboratory, and workshop sessions (defined in the working curriculum). These sessions are aimed at teaching students the techniques and techniques of basic and supplementary literature for mastering the subject and completing the assignments in the next semester, and providing them with methodical instructions on their tasks;
Used in advanced lectures, practical, laboratory and seminar sessions during the training sessions, using advanced methods and technologies (including problem solving, interactive, creative work group work, collaboration pedagogy, differentiation, individualization, etc.).
The student must master all the subjects of the working curriculum approved by the student in correspondence (special correspondence) education. Students' knowledge assessment is carried out in the order established by the legislation;
intermediate and final assessment forms of correspondence (special correspondence) education;
The content of the intermediate assessment, the methods and procedures for doing so, and the number (in two semesters during a semester) of each subject are determined in the work program prepared for correspondence (special correspondence) education and consists of the following types of independent work: course (project) work; control questions and tasks; test-test questions; keys, exercises, examples and topics; experimental results; Special methodological developments and recommendations aimed at the solution of production problems; account statements, etc.
Intermediate estimates may be transmitted online via remote connection;
Qualification practice of correspondence (special correspondence) education is carried out within the timeframes defined in the working curriculum. Usually, post-graduate studies are conducted independently at the workplace of the student at the workplace (other than in the direction of education), other than post-graduate practice;
The graduation qualification procedure is carried out in accordance with the procedure established by the subject of the higher education institution, all the qualification practices for non-working students, incompatible with the educational area of the student's workplace;
records of qualification practices are protected in the prescribed manner during the training session;
A student who completes a specific course of study will be admitted to the next course by the order of the rector of the higher education institution;
For those who fail to master the subjects in a specific course in due time due to an excuse (illness, disaster, business trip, serious family situation, etc.), a personal Schedule is issued, a personal schedule is approved by the vice-rector for the relevant academic affairs, and the term must not exceed the next academic year;
A student who fails to complete his / her individual schedule within the prescribed time limit, is admitted to the course for re-examination, unless the student fails to eliminate academic debt during the first semester of the first year, except for cases where the sick leave is due to illness.
In private (private) education, a personal leaflet for each student is opened, which includes a full monitoring of the activities of a higher education institution, which includes the following information: interim works; results of interim and final assessments; state certification marks; graduation qualification work; from the course to the course.
2. Use of distance learning elements in correspondence (special correspondence) education:
Distance learning (distance learning) can be carried out on a distance basis without distinction from the main workplace of students in all curricula of the curriculum;
remote training is organized on-line (remote video in real-time mode, consultations, control types) and off-line (independently mastering appropriate learning and methodological resources in the distance learning system);
The distance learning schedule is determined by the head of correspondence (special correspondence) department;
Continuous control over the quality and effectiveness of training courses when using distance learning elements in correspondence (special correspondence) education is carried out by the Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan;
Remote training is provided by the higher education institution;
The software platform, regulations and procedures for the introduction of distance learning in the field of correspondence (special correspondence) are determined by coordination with the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan;
Professors and teachers of educational institutions that carry out educational activities in correspondence (special correspondence) place distance learning materials, assignments and consultative works on the "Higher education (private correspondence) education" page of the higher education institution and monitor their implementation;
The teaching load for the teaching staff, using the distance learning elements, is defined in accordance with the established procedure;
Head of department of correspondence (special correspondence) and the head of the department provides distance education;
Improvement of educational and methodological process in distance learning and scientific and methodological issues will be discussed at a meeting of educational and methodical council of higher education institution.
3. Organization of state certification in correspondence (special correspondence) education:
The state certification of education (private correspondence) is organized in the order established by the legislation;
State attestations are conducted according to the science (subject matter), which is reflected in the curriculum;
The graduation qualification work is the final stage of training at the bachelor's degree in the higher education institution, and the subject and content of the graduation qualification work in correspondence (special correspondence) education is mainly formed in conjunction with students' practical activities;
a bachelor's degree is awarded to a graduating student who completes the working curriculum in correspondence (full-time) and who has successfully passed the final state attestation, and is issued with a state-approved bachelor's degree diploma.
4. Ensure the participation of students of correspondence (special correspondence) education at the educational institution of higher education:
Students of correspondence (special correspondence) education are provided with an additional vacation of at least 30 calendar days of their stay at the working place, while those who have missed leave a non-paid offer;
an additional leave of at least 30 calendar days with a minimum of 30 calendar days from the place of employment at the time specified in the curriculum and schedule for the final state attestation of the correspondence (special correspondence) education;
In the end of the graduation the graduate service provider can give him additional 30 calendar days of unpaid leave, with the signature of the head of the organization and the bookkeeper from the workplace on the paid leave for that period in the correspondence (special correspondence) department;
About one week prior to the date of the defense of the graduation qualification work, the head of the correspondence (special correspondence) department and the head of the department prepares the specialist statement and is recorded in the relevant document, and can be issued by the student or his academic supervisor.

Acceptance and organization of correspondence
(correspondence) education
1. Admission of students to correspondence (special correspondence) education:
in correspondence - Successful passing the tests (entrance exams) with relevant documents on general secondary (based on grades 10-11), secondary special, vocational education;
special correspondence - a recommendation issued by the relevant ministries and agencies only in the field of relevant or equivalent education in the field of secondary special, vocational education and training, with a minimum of three years of work experience (pedagogical internships) successful passing tests (entrance exams or professional interview);
(if it has graduated from a foreign higher education institution, the higher education certificate must be recognized (nostrificated) in the prescribed manner) and successfully passed the test (entrance exams or professional interview) Applicants are enrolled in the account.
2. Duration of reading in correspondence (special correspondence) education:
in correspondence - at least 5 years;
special correspondence format - at least 3 years;
in the form of correspondence on the basis of the second and subsequent higher education - at least 3 years. At the same time, regardless of the difference in disciplines in study curriculum, begins with the 2nd year of the bachelor's degree course.
3. The transfer of correspondence (special correspondence) education to daytime education and correspondence (special correspondence) education from one educational area to another is not allowed.
