Faculty of Defectology at the Tashkent State Pedagogical University named after Nizami is one of the faculties involved in the training of personnel for the education and upbringing of children with developmental disabilities.


    Training of specialists in defectology in Uzbekistan began about half a century ago and from this moment the Tashkent State Pedagogical University is one of the most important institutions in Central Asia and Kazakhstan for the training of personnel engaged in the education and upbringing of children with special needs.


In 1966, at the suggestion of the Ministry of Public Education, the Council was organized. In this council, the former deputy minister of education of the Uzbek SSR S.Panchenko, the scientific secretary- M.N. Khodjaeva, N.R. Rakhmanov from the Scientific Research Institute of Pedagogical Sciences of Uzbekistan, director of the secondary school No. 66 G.Sh. Aitmetova, A.Sitkovskaya, D. M. Orenberg from the special boarding school No. 1, from the Russian scientists in the field of prefectology, professors, candidates of sciences M.I. Zemtsova, M.Pevzner, V.G. Petrova, M.I. .Kuzmitskaya. On the agenda of the Council was "Training of personnel-defectologists in Uzbekistan." After a comprehensive review of this issue, a resolution was adopted on training defectology personnel in Uzbekistan. After this decision in 1967, the Department of Defectology was established at the Faculty of Pedagogy and Psychology at the Tashkent State Pedagogical University named after Nizami.


            In 1973, in the Department of Defectology of the Faculty of Pedagogy and Psychology, the direction of "Surpedagogy" was opened, in this direction 27 students were enrolled. Since this year, the training of primary school teachers for children with hearing impairment began.


         In 1981, the Department of Defectology was divided into 2 separate departments: "Oligophrenopedagogy and speech therapy", as well as "Surdopedagogics and clinical fundamentals of defectology." In two departments 17 teachers conducted their scientific and pedagogical activity: one professor MGMirzakarimova, seven candidates of science, associate professors: S.S. Aitmetova, A.I.Sagatov, I.A.Alimova, R.M. .Karieva, SG Kim, IG Radishchev, EB EM, nine teachers: OSMaimor, VS Rakhmanov, K.Kh. Mamedov, H.Pulatova, N.A. Mazalov, M. Mirzahmedov, O.Rogachev, I.Kislitsin, N.V. Sosedov. In the same year, Defectology received the status of a faculty, and thus the number of students in this department increased.


       To improve the process of training defectologists, faculty teachers were attached to the faculties of the Defectology of Moscow, Kiev and other cities.


In 1999, the Department of Defectology was merged with the Faculty of "Primary Education" and simultaneously with it the training of specialists in the fields of speech therapy, bitter pedagogy, typhlopedagogics and oligophrenopedagogics began.


With the announcement in 2007 of the first President of the Republic of Uzbekistan "The Year of Social Protection" and the establishment of the State Program under this name, great attention was paid to the training of specialists in defectology. In order to fulfill the tasks outlined in the program, defectology separated from the Primary Education Faculty and at the same time two departments were established: the Vaosh Faculty of the Faculty of Cosidology "Correctional Pedagogy" and the "Special Education Methodologies".


In 2016, Defectology united with the Faculty of Pedagogy and Psychology organized a unified faculty of Pedagogy. The structure of this faculty included the directions of Defectology, Pre-school Education, Psychology. In 2017, after a certain period of time, in the direction of Defectology, the Correspondence and Special Correspondence departments in the direction of Defectology were organized.


In 2018, Defectology received the status of an independent faculty and currently there is a day and evening form of education at the faculty, special correspondence and correspondence education. Starting from this year, the faculty began to accept students in three areas: oligophrenopedagogy, speech therapy, speech education.

Charter
Faculty of Defectology is an integral subdivision of the administrative and organizational structure of the Tashkent State Pedagogical University named after Nizami. Its activities are aimed at teaching students in the areas of Speech Therapy, Oligophrenopedagogics, Surdopedagogics and master's degrees are being prepared for the same specialties.
I. General rules
1.1. The resolution of the Faculty of Defectology (hereinafter - the Regulations of the Faculty) is based on the Regulation “On the Faculty of Higher Education”, order No. 487 of the Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan dated December 3, 2011. The order of the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan of December 23, 2018, the order of the Tashkent State Pedagogical University to approve the new version of the Charter and Order No. 487 of 2011 and further improve the activities of the Tashkent State Pedagogical University named after Nizami was revised and approved in the organizational structure of the University in accordance with the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan No. 153 of May 13, 2018.
1.2. This Regulation determines the organization of teaching activities in higher education.
The faculty is an integral part of the structure of the Higher education institution, which includes teaching, teaching and research activities in one or several related disciplines, as well as training, retraining and retraining of scientific and scientific-pedagogical personnel, organizational, spiritual, educational and educational work.
1.3. In its activities, the faculty is guided by the Constitution of the Republic of Uzbekistan, decrees, decrees and orders of the President of the Republic of Uzbekistan, decrees and orders of the Cabinet of Ministers, the Law “On Education”, the National Training Program, Labor Code, regulations and instructions of the Ministry of Higher and Secondary Special Education , as well as the internal rules and morality of the university, the collective agreement and this Charter.
1.2. The faculty has the departments “Correlation Pedagogy”, “Methods of special education”.
1.3. At the faculty, students are trained in three disciplines. These are “Speech Therapy”, “Oligophrenopedagogy”, “Surdopedagogy”.
1.4. The faculty has its own property and is responsible for its property in accordance with its obligations.

Ii. Main tasks and directions of the faculty
- high-quality training of highly qualified teachers for the system of continuous education in the Republic according to international standards;
- participation in the development of state educational standards, curricula and programs, scientific and methodological literature on relevant pedagogical education, specializations and specializations, taking into account the experience of developed foreign educational institutions, or a proposal for testing and introducing pedagogical technologies;
- implementation of a comprehensive spiritual and educational work aimed at educating teachers, engineers, teachers and scientific and pedagogical personnel as scientific and pedagogical, comprehensively advanced, competitive specialists, regardless of departmental compliance;
- participation in the creation and improvement of state educational standards, qualification requirements, curricula and programs, educational literature and e-learning resources;
- To make proposals for the development of cooperation with foreign higher educational institutions and research centers for the implementation of joint research projects, to attract leading foreign specialists to the educational process.

III. Subjects of educational and scientifically-methodical work, their rights and duties
students:
3.1. The rector of the university is a student of this university. Students are provided with a student card and an account book.
3.2. Students of the faculty have the following rights:

- free use of publications, periodicals and e-learning resources in the information center of the university;

- free use of audiences, teaching aids in the educational process;

- Coordination of work on the preparation of graduate students and researchers, advanced training of faculty;
- management of the preparation of textbooks, teaching aids for the educational areas of the faculty;
- introduction of new information technologies in the educational process, facilitation of the development of new information technologies by faculty members;
- Management of the Academic Council of the Faculty;
- organization and holding of scientific and scientific-methodical conferences, interdepartmental meetings, seminars, discussions with faculty professors and students of the faculty (on issues of innovation and scientific and technical development on the ground, economic development issues of the country, etc.);
- study, in cooperation with specialists in the marketing of the TSPU service, current and prospective needs in personnel in the areas and specialties of the faculty, for establishing links with various organizations, establishing business contacts, organizing job opportunities for graduates (target contracts);
- establishment of partnerships with relevant higher and secondary specialized educational institutions, including foreign countries;
- independent organization of additional educational services at the faculty (separate "center" with its own account, "Course", etc.), ensuring active participation of teachers and students in obtaining grants, attracting investments;
- Preparation, approval and control of the schedule of training sessions, the schedule of final controls;
- development of annual reports on the academic load of the departments;
- organization of educational work at the faculty, in the student hostel;
- consideration of oral and written appeals within the competence and acceptance of applicants.

The faculty conducts activities on training specialists in the educational areas of the bachelor degree5111900-Defectology (logopedics), 5111900-Defectology (surdopedagogics),
   5111900 - Bachelor Degrees in Defectology (Oligophrenopedagogy)". And also the masters in specialties 5A111900- "Defectology", 5A111900- "Speech therapy", 5A111900- "Surdopedagogics", 5A111900 -Oligophrenopedagogics" are taught.
There are all the normative documents on the educational directions of undergraduate and graduate programs (GOS, typical and working curricula, curricula and work programs), they are widely used in the faculty's educational process. There are 2 departments at the faculty: "Special education methods", "Correctional pedagogy" .
At the faculty training is carried out in two shifts. The faculty cooperates with academic lyceums, professional colleges, special schools, special pre-school educational institutions. The agreements of a scientific and pedagogical direction have been approved, according to them practical work is conducted.

Research work.
The faculty of the department conducts research work on topical issues of correctional pedagogy:
1. Work to improve the training of defect-takers.
2. The personal-oriented approach and social adaptation in teaching children with developmental disabilities.
3. Technology of education and training of children with hearing impaired speech.
The chair prepares specialists for masters in two specialties: "Speech therapy" and "Surpedagogy". There are 1 professor, 3 associate professors, 2 doc.v / b, 2 senior teachers, 2 teachers. During the 2017-2018 academic year teachers of the department published 3 monographs, 3 textbooks, 2 electronic textbooks, and 10 scientific articles on HAC

Systematic work with youth and spiritual and educational work at the faculty of D. Adilova, head of the department of the academic group Z. Akhmedova, Committee of Women, chairman M. Khamidova. The faculty has a high level of events "Spiritual Day" and "Curator's Clock". At the faculty, 5 initiatives are carried out, significant organization of leisure and talents of youth. As part of the 4th initiative, a QRBOOK electronic library was organized at the university level at the faculty, which collected about 300 books.
