Currently, the scientific potential of the faculty is 45%. At the department operate three doctors and professors, 14 candidates, including three university professors, 5 associate professors, 6 Acting associate professors, one associate professor of the University, 8 senior teachers and 12 teachers.

The Faculty of primary education and physical training was established in Tashkent State Pedagogical Institute with name “The Department of pedagogy” in 1935.


Firstly, the Department of pedagogics trained teachers of pedagogy and psychology for schools as well as methodologists and tutors for the national education system.


Well-known psychologist, Platon Ivanovich Ivanov ruled this department. At that time there was only one department named “Pedagogy and psychology” and many famous scientists such as Professor K. Bendrikov, assistant professors V. Lubentsov, V. Morozov, K. Radayev, Sh. Boyturova, N. Konstantinova made their contribution to this department.


At this faculty in 1941 the Department of psychology was found and in 1951 – the Department of preschool education. From 1957 it began the preparation of elementary school teachers for the national education system. In order to improve the qualification of the primary school teachers the Department of pedagogy of elementary education was established. This department was managed during certain period by N. Zubairova, I. Xusanxodjayev, O. Turayeva, M. Umarov, A. Azizova, K. Kosimova.


In the period from 1975 to 1983 this Faculty was called as “Elementary education and defectology”. In this period Doctor of Pedagogy, Professor P. Mavlonov worked as the Dean of the Faculty.


During the period from 1983 to1990 this faculty was named as “Pedagogy and methodology of primary education”. This faculty was managed by different people: from 1984 to 1985 – assistant professor S. Nurmatov, from 1986 to 1994 – assistant professor S. Valiyeva, from 1994 to 1996 – assistant professor R. Kobilov, from 1998 to 1999 – professor L. Muminova, from 2000 to 2006 – the Doctor of Pedagogy, Professor M. Khaydarov, from 2006 to 2007 – assistant professor L. Nurmuxamedova.


In 2007 the Faculty of primary education and defectology were established within this faculty. And assistant professor D. Shodmonkulov became the dean of the faculty.


From 2013 the faculty was reestablished as the Faculty of secondary education and physical culture. From 2014 to 2016 Doctor of Pedagogics, Professor B. Abdullayeva, from 2016 to 2017 assistant professor A. Sadikov managed the faculty.


In 2016 – 2017 “Musical education” specialty was included into the faculty. On November 29, 2017 Doctor of Pedagogy A. Akramov was appointed as a dean. At present, the faculty is working on training future teachers of primary classes, physical training and music for innovative activity.


At the faculty there are Russian and Kazakh languages, 5111700 - Primary education and sport educational work, 5111100- Music education, 5112000 - bachelor's degrees on “Physical culture” specialty and 5A111701 - Teaching discipline and methodology (Primary education), 5A112001- "Theory and methodology of physical training and sports" are prepared on magistracy


During the 1017-2018 academic year, 684 students were trained in primary education and sports education, physical culture and musical education.


There are more than 60 professors in the department "Primary education methodology", "Physical culture", "Music education" in the preparation of highly qualified teachers.


At the Faculty of Primary education and physical training there such experienced professors as D.Shodmonkulova, B.Abdullaeva, M.Hamroyev, A.Halikov, M.Jumayev, Kh.Sanaqulov, A.Sadikova, N.Vohidova, M.Orazova, N.Khamidova, D.Abduraximova, Z. Artykbayeva, N.Muhiddinova, A.Nisanbayeva, D.Aytboev for primary education, D.Karimova, Q.Panjiev, Sh Rakhimov, M.Ilhamov, D. Kadyrov in the direction of musical education, U.Rajabov, D.Yunusova, physical education institutions, secondary special professions. They are authors of numerous textbooks and manuals prepared in the curriculum and taught at general secondary schools. At the faculty there are all conditions for students to study. The classes are being held in 29 TV studios, equipped with projectors and computers.


Moreover, there are several clubs in the faculty: "Young Mathematics", "Genius hands", "Vocal play", "Young musicians", "Kurash", "Volleyball" and "Football". In particular, a circle organized under the Department of Music Education and students participating in the “Oltin Meros” Folk Ensemble, the Freiburg University of the Federal Republic of Germany, the National Republic of China, the Republic of Azerbaijan and the Uzbek-German Friendship Society of cultural and educational activities.


R. Sadikov, a graduate of the bachelor's degree in elementary education and sports education, was enrolled in the Master's degree program of the Belarusian State Pedagogical University in 2017-2018.


N. Ishanhodzhaev, a graduate of a Bachelor of Education in "Music Education", was admitted to the magistracy of China's Sian University in 2018-2019.


Nowadays, the faculty graduates have effective pedagogical activity in the system of general secondary education in our country and neighboring countries.

The Faculty of primary education was established in Tashkent State Pedagogical Institute with name “The Department of pedagogy” in 1935.

REGULATIONS
of the faculty of Primary education and physical training, TSPU named after Nizami

I. General Rules
1.1. The Charter of the Faculty of elementary education and physical culture (further - the faculty's Charter) is based on the Regulation "On the Faculty of Higher Education", the Ministry of Higher and Secondary Special Education, approved by the order № 487 in December. The order of the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan from December 23, 2018, the order of the Tashkent State Pedagogical University on approval of the new edition of the Charter and the order № 487 of the year 2011 and the further improvement of the activity of the Tashkent State Pedagogical University named after Nizami was revised and approved in the organizational structure of the university according to the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan №153 as of May 13, 2016.
1.2. This Regulation defines the order of organization of the faculty activity in the higher educational institution.
Faculty is a component of the structure of the Higher Educational Institution, which includes teaching, teaching and research activities in one or more related disciplines, as well as training, retraining and retraining of scientific and scientific-pedagogical cadres, organizational, spiritual-enlightenment and educational work.
1.3. In its activity the faculty is guided by the Constitution of the Republic of Uzbekistan, decrees, resolutions and orders of the President of the Republic of Uzbekistan, decrees and orders of the Cabinet of Ministers, Law "On Education", National Program for Personnel Training, The Labor Code, normative-legal acts and instructions of the Ministry of Higher and Secondary Special Education, as well as the internal regulations and morals of the university, the collective agreement and the present Charter.
1.2. In the structure of the faculty there is a department of "Methods of primary education", "Musical education" and "Physical culture".
      1.3. At the faculty 3 students are studying. These are the directions of "Primary education and sport education work", "Music education" and "Physical culture".
1.4. The faculty has its own property and is responsible for its property in accordance with its obligations.

II. The main tasks and directions of the faculty
- Qualitative preparation of highly qualified pedagogical staff for the continuous education system in the Republic at international standards;
- Participation in the development of state educational standards, curricula and programs, scientific and methodological literature on relevant pedagogical education, specializations and specializations, taking into account the experience of developed foreign educational institutions, or a proposal for the testing and implementation of pedagogical technologies;
- Implementation of complex spiritual and educational work aimed at the development of pedagogical, pedagogical, pedagogical, competent and competent specialists in the republic, preparing pedagogues, engineers-pedagogues and scientific-pedagogical cadres, irrespective of departmental subordination;
- Participation in creation and improvement of state educational standards, qualification requirements, curricula and programs, educational and methodical literature and e-learning resources;
- To make proposals for the development of cooperation with foreign higher education institutions and research centers in order to implement joint research projects, involve leading foreign specialists in the academic process.

III. Subjects of educational and scientific-methodical work, their rights and obligations
Students:
3.1. The university rector is a student of this university. Students are given a free student card and a score book for free.
3.2. Students of the faculty have the following rights:
- Acquiring knowledge relevant to science, technology and modern technology;
- free use of publications, periodicals, and e-learning resources available at the university information center;
- Get free tips and instructions;
- free use of auditoriums, teaching aids in the educational process;
- To present their suggestions and critical comments on the effectiveness of the educational process and the quality of education to the leadership of the educational institution, deanery and department in accordance with the established procedure and to request their consideration;
- participation in spiritual and educational and sports events held at the university and faculty levels;
- active participation in scientific research and scientific conferences;
- To become a member of public associations operating legally at the university;
outside the campus, the faculty is involved in spiritual, educational, repair, construction, landscaping, agricultural and other public and non-legislative activities.
The student has the right to receive high-quality and high-level education and to exercise other rights not contradicting the legislation necessary for his / her qualification to become a highly qualified specialist.
The student must not abuse his or her rights and use them for purposes contrary to the interests of others.
3.3. Students studying in the form of state-funded and paid-contractual education are provided with stipends and stipends stipulated by the Cabinet of Ministers of the Republic of Uzbekistan.
Students are eligible to apply for scholarships and scholarships by the President of the Republic of Uzbekistan, based on relevant legal acts.
3.4. The faculty assists students in need of accommodation, and provides them with a place where students meet their hygiene standards and regulations.
3.5. Students of the faculty have the right to work in the established order in their free time from studying.
3.6. A student dismissed from the faculty can be reinstated on the basis of the requirements established by the Cabinet of Ministers of the Republic of Uzbekistan on the basis of the procedure, rules and procedures for the relocation, restoration and retirement.
Reinstatement of students who are abolished by the administration at the higher education institution on the basis of all forms of education is made on a contractual basis.
University students have the right to move their studies (studying) back to school under the rules and regulations set out in the law.
3.7. University students must complete their education in accordance with state education standards, qualification requirements, curricula and programs, perform all types of assignments within the set time, and apply to the Charter of the University, internal regulations and morals, must follow.
It is forbidden to involve students at work, not related to the learning process, at the time of their education, except as provided in the decisions of the Government of the Republic of Uzbekistan.
3.8. In the case of violation of the University's internal regulations and morals, as well as the obligations set out in the regulations of the residence, the following disciplinary sanctions are imposed on the student's order upon the order of the rector:
a) you are an animal
b) abolition of students.
The student can be dismissed from the university in the following cases:
a) at his own discretion;
b) the transfer of education to another educational institution;
c) due to health reasons (based on medical certificate inquiry);
d) for violating the academic discipline and the internal procedures of the higher education institution
(e) for more than 74 hours without valid reasons for a semester;
j) due to the inadequate payment for the tuition fee;
h) due to imprisonment by the court;
i) as a result of death.
The student may be admitted to the course from the University in the following cases:
a) for failure to master the subjects (academic debt).
During military service, health care, pregnancy and childbirth, as well as childcare leave, students may be granted academic leave based on a procedure approved by the ministry.
Students dismissed by the university administration ("d", "e", "j") are taken into account by students taking into account the written consent of the trade union (for members of a trade union). The student may also agree with the University of Youth, a student (excluding the "d", "e", "j").
A student sentenced to disciplinary punishment may appeal to the university rector, the ministry, or the court in the manner prescribed by law for unlawfulness and unfairness of a penalty imposed on him.
When a student is dismissed from the university, he / she is required to submit his / her personal papers, academic background data, and copies of them in a personal collection folder.
Disciplinary sanctions shall be applied not later than six months after the expiry of a month and after the act has been committed without taking into account the time of sickness or vacation. Students are not allowed to apply disciplinary sanctions during illness, academic holiday, or holidays with pregnancy and childbirth.
She or her parents should inform the dean in writing within 3 (three) days whether she is absent from the study due to illness.

3.9. Professors and teachers of the faculty have the following rights:
        a) to be elected and elected to the Councils of the universities and faculties;
         b) to participate in the discussion of matters relating to the activities of the higher education institution;
        c) the use of the information and resource center of the higher education institution, the educational and scientific units, as well as the services of social, medical and other departments in accordance with the collective agreement;
        d) to carry out scientific research to select the teaching methods and tools, to ensure the high quality of the teaching and learning process;
        d) to apply the order and order of the administration of the higher educational institution in a manner prescribed by law;
e) participate in competitions announced for vacant professor-teacher positions in accordance with the legislation;

       i) preparation of high quality textbooks and manuals;

       k) guidance of students' scientific research;
       l) Participation in grants, scientific projects, economic contracts;
     m) the enjoyment of other rights established by the legislation of the Republic of Uzbekistan concerning education.
3.10. The responsibilities of faculty members and researchers are:
- strict adherence to the law on education, labor discipline, the Charter of the University, the strict adherence to the internal procedures and morals, the conscientious performance of their service duties and the non-discrimination of teaching;
- Communicate with university staff, students, and others who communicate in the workplace;
- timely and qualitative fulfillment of legal instructions of the employer, educational-methodical, scientific and spiritual-enlightenment works of the individual business plan approved annually;
- Writing textbooks, manuals and other educational literature, scientific articles, monographs;
- conducting of educational work, participation in spiritual and enlightenment work with students, including out-of-school activities;
- Participation in approved scientific-practical and scientific-pedagogical conferences of the department;
- systematic improvement of their qualifications;
- Participation in creation of new generation of educational literature, educational-methodical complexes for academic lyceums and professional colleges;
- conducting open and problematic classes and master classes at academic lyceums and professional colleges;
- Participation in spiritual and educational events held at institutions of secondary special and vocational education;
- constant assistance in improving the quality of education on the basis of modern information-communication and pedagogical technologies in institutions of secondary special and vocational education;
- comply with the rules of labor protection, safety and industrial hygiene;
- Maintenance and rational use of the university and faculty property;
- Compensation of material damage directly to the employer in accordance with the established procedure;
- participation in public affairs of the university;
- ensuring the effectiveness of the pedagogical and scientific process;
- formation of high professional training and ability to work in the chosen direction (specialty) of the trainees;
- systematic improvement of knowledge of foreign languages ​​and information and communication technologies;
- formation of independent thinking, initiative and creative abilities of trainees;
- Participation in the "Teacher-apprenticeship" system at the university and carrying out pedagogical, scientific-pedagogical, spiritual-educational and educational work with the students attached to it;

- active participation in cultural, spiritual and educational activities organized by the university, faculty, department;

3.11. Foreign work trips of the faculty staff are carried out in accordance with the Temporary Instruction on the Procedure for the Departure from the Higher Education Institutions of the Republic of Uzbekistan, approved by the Ministry.
3.12. The rights and responsibilities of faculty members are defined by the Charter of the University, Internal Regulations and Ethics Rules and job descriptions.

IV. Preparation of educational, methodical, research and pedagogical cadres
4.1. Educational process at the faculty is regulated by the annual academic process and schedule of studies approved by the rector of the university on the basis of curricula and programs approved by the basic higher education institution.
By setting up educational processes through targeted orientation, ie through the selection of forms, styles and tools, university students have created the necessary conditions for mastering the basic vocational training programs of higher education should be provided.
The unit of education and upbringing is provided on the basis of state education standards, qualification requirements, curricula and programs of higher education.
4.2. The faculty has the following main types of training: lecture, practical, laboratory, seminar, course work, qualification practice, graduation work.
A 80-minute academic time is set for all types of classroom occupations. A break between training sessions will take at least 10 minutes.
Languages ​​of education and upbringing are Uzbek, Russian and Kazakh.
Training of the personnel at the faculty is carried out separately from production.
The academic year at the faculty is divided into two semesters and in each of them the students' self-fulfillment is carried out in the form of rating control.
Transferring the students from the course to the course is carried out by order of the rector on the recommendation of the dean of the faculty. Students can not be conditional on the course.
Acquisition of educational programs of higher education has been approved by the Ministry of Higher and Secondary Special Education and has been officially registered by the Ministry of Justice with a rating system for monitoring and evaluation of students' knowledge of higher education institutions Regulations on the final state certification of graduates of higher educational institutions of the Republic of Uzbekistan "and end on the basis of the final state attestation of alumni.
The University carries out scientific and methodological work aimed at improving the quality of training specialists through advanced pedagogical and information technologies, individualization of education and independent learning tools, modular system and distance learning.

V. Final Rules

 The faculty meets the following criteria in the university law:
- to fulfill the tasks assigned to him / her;
- Complete implementation of educational programs in accordance with curricula and tables in educational process;
- other actions envisaged by the legislation of the Republic of Uzbekistan.
5.2. Amendments or additions to the Regulations of the Faculty shall be made by the order of the university rector.
5.3. This Regulation was adopted by the meeting of the faculty council No 1 of August 30, 2018.

Main duties of the dean:
- Training qualified specialists;
- To directly lead educational, methodological, spiritual and enlightenment issues at the faculty;
- To make sure that state educational standards, curriculum and teaching aids are done properly;
- To monitor and control the observance of time-table and the educational process;
- Within the remit of the faculty’s dean to issue formal orders regarding the staff, students and others who study at different courses at the faculty;
- To solve issues related to students’ attendance, rating system and discipline;
- To prepare drafts of orders on the transfer of students to the next phase of education;
- To organize students’ participation in state attestation commissions and defence of their thesis;
- To look for gifted students, identify and organize targeted work with them individually, to make sure that they take part in subject contests and in the activities of various foundations, including foreign;
- To prepare draft order on students’ stipends;
- To train researchers and coordinate the process of improving the qualification of professors and teachers;
- To manage the process of publishing textbooks, coursebooks and teaching aids in the faculty;
- To help teachers in their endeavor to master the up-to-date information technology and use them in the teaching process;
- To lead the faculty’s scientific council;
- To organize various discussions, debates, seminars, scientific and educational workshops for professors, teachers and students on topical issues in the education sphere;
- In cooperation with the university’s marketing department, to study demand for specialists being trained at the faculty, to conclude agreements with employees and give practical advice to graduates;
- To provide services related to the education field, set up different types of centres, attract investment and involve teachers and students in this process;
- To establish close cooperation ties with the leading universities of foreign countries;
- To draw up the schedule of final tests and monitor its implementation;
- To work out annual plan of work of departments in the faculty;
- To organize educational work at students’ hostel;

At the faculty 5111700 - "Primary education and sports education", 5112000 - "Physical culture" bachelor degree and Masters degree "5A111701" Theory and teaching theory (primary education), "5A112001" Physical training and sports "and" Methodology ". The faculty is located in the 2nd academic building of the university.
Nowadays the faculty has three departments: "Methods of elementary education", "Physical culture" and "Padagogicals of elementary education". The scientific potential of the faculty is 45%. Of these, 2 doctors of science, 21 associate professors are 12 senior lecturers.
There are 27 auditoriums in the faculty, of which 2 are equipped with 12 computer classrooms and 12 classroom TV sets with 2 portable projectors. Training is organized in two shifts. There are 38 academic groups in the area of education and training, and are highly qualified teachers and trainers.
  In order to organize the educational process, there are 2 dean deans working on study and faculties. The total number of students in the faculty is 737.

Spiritual and educational work at the Primary education and physical training faculty is carried out on the basis of spiritual, educational and educational work of public organizations, chairs, academicians.
Spiritual and educational work is carried out in 9 directions.
Execution of the tasks set forth in the Decrees, Resolutions, Resolutions of the Cabinet of Ministers of the Republic of Uzbekistan, Resolutions, Orders and Modems of the Ministry of Education and Science of the Republic of Uzbekistan in the sphere of spiritual and enlightenment in 2017-2018 will be carried out in the faculty and in existing departments.  The faculty of elementary education and physical culture is widely celebrated in the framework of the month of adoption of the Constitution of our Motherland, celebration of Navruz, glorious dates, birthday celebrations of great thinkers. The faculty of elementary education and physical culture regularly organizes visits to historical sites, theaters, sacred sites, and pilgrimage sites.
